The Strategic Procurement Department (SPD) is the central agency for the acquisition of goods and services, architectural and engineering services and design-build projects, as well as managing unsolicited proposals and public-private partnerships (P3s),  for Miami-Dade County.
SPD is also the administrator for the Small Business Enterprise (SBE) programs.
